The EU has introduced new legislation to amend plant health rules covering False Codling Moth (FCM, Thaumatotibia leucotreta). The new draft regulation has been submitted to the WTO for a feedback period, period until the 11th April 2022. The date of implementation is not yet known. In November, the EU Standing Committee on Plants, Animals, Food and Feed approved amendments to Implementing Regulation (EU) 2019/1793. As a reminder, this is the regulation on the temporary increase of official controls and emergency measures at EU border control posts where there is a food safety risk or evidence of widespread serious non-compliance with EU legislation. The new EU Organic Regulation (Regulation (EU) 2018/848), originally intended to apply from 1 January 2021, was postponed to 1 January 2022 to allow for completion of the secondary legislation due to Covid-19, among other reasons. In the meantime, several new delegated and implementing acts have been issued during 2021. Global Increasing airfreight demand A report from the International Air Transport Association (IATA) notes that air cargo demand is increasing by 12% a year. North American Airlines, and airlines in all other regions (Middle East, Africa) except for Latin America, contributed to this growth. In June, a third virtual training course on implementing official controls was provided for inspectors in the Caribbean. Inspectors from Antigua and Barbuda, Barbados, Guyana and Jamaica took part in the training, which involved eight interactive Zoom sessions, including participatory group assignments and presentations. COLEACP is providing training in the Caribbean on Implementation of official controls for inspectors, controllers and technical staff involved in phytosanitary control, inspection and certification activities. In a press release issued on 4th September, The European Commission (EC) has announced a proposal to postpone the entry into force of the new organic regulation (EU) 2018/848 from January 2021 to January 2022.
